Harper is a tourist favor town, functioning as the administrative centre of Maryland County in the African country Liberia. It lies amidst of the Hoffman River and the Atlantic Ocean, on Cape Palmas, between 4°22′ N latitude and 7°43′ W longitude. Harper is especially noted as the birth place of the Liberian former president William Tubman. Harper got its name from a member of the American Colonization Society and famous U.S. politician, Robert Goodloe Harper, who designated the name Liberia for the American Colonization Society settlement (today’s country Liberia).
